UK procurement update: seven-day notice volumes fall 8.9%

UK procurement publication activity continued to ease in the rolling seven-day period ending 14 October 2026. The supplied dataset recorded 1,950 notices, compared with 2,140 in the immediately preceding seven days, a verified decline of 8.9%.

Buyer participation also fell, from 852 to 792. Open notices stood at 317 against 322, while awarded notices declined from 1,620 to 1,461. For suppliers, the distinction matters: overall publication activity weakened, but the number of notices classified as open remained closer to its previous weekly level.

Published GBP values totalled £23,018,764,663.464, compared with £34,949,124,860.24 in the preceding period. These totals include only GBP values supplied in notices. They should not be read as the value of contracts currently available to bid for, because the dataset includes awarded and other notice categories.

Four-week direction

The four-week history shows a consistent decline in notice counts and the number of buyers represented. Open notices also fell across the sequence, although the latest comparison is less pronounced than the earlier movements.

Reporting periodNoticesBuyersOpen noticesPublished GBP value

24–30 September 20262,461935375£20,887,404,875.97
1–7 October 20262,140852322£34,949,124,860.24
8–14 October 20261,950792317£23,018,764,663.464

The value series does not follow the same steady downward path. It falls sharply after 17–23 September, rises in 1–7 October and then falls in the latest period. That variation is a reason to assess published values alongside notice counts, buyer participation and procurement status, rather than using value alone to judge market direction.

Awarded notices numbered 1,854, 1,895, 1,620 and 1,461 across the same four periods. Their recent decline contributes to the softer publication picture, but award reporting is not equivalent to a reduction in live tender availability.

Awards dominate the weekly mix

The latest seven-day period contained 1,461 awarded notices and 317 open notices. It also recorded two cancelled notices and no notices classified as closed, compared with ten cancelled and three closed in the preceding period.

For suppliers managing bid pipelines, this supports a status-led approach. Awarded notices can inform market research and buyer monitoring, but should be kept separate from open tenders and upcoming procurement activity. A large publication total does not, by itself, indicate a similarly large pool of immediate bidding opportunities.

The 14 October snapshot reinforces that distinction. Of 500 notices, 413 were classified as awarded and 58 as open. The leading supplied notice types included 230 awarded contract notices on Contracts Finder, 113 contract details notices on Find a Tender and 43 tender notices on Find a Tender.

Same-weekday context

As secondary context, the 14 October snapshot recorded 500 notices, against 463 on the same weekday last week, a verified increase of 8%. That single-day comparison contrasts with the weaker rolling seven-day trend and should not displace it as the main measure of direction.

The snapshot covered 241 buyers, compared with 273 on the corresponding weekday. Published GBP values were £518,053,401.36 against £1,435,346,893.92, while open notices numbered 58 against 70. A higher notice count therefore coincided with fewer buyers, fewer open notices and a lower published value total in this secondary comparison.

Sectors and buyers to monitor

Within the supplied 14 October sector breakdown, construction and property led with 124 notices. Other sectors accounted for 118, followed by IT and digital with 49, transport with 39, professional services with 38, and health and social care with 31.

These figures describe publication activity, not an open-tender ranking. Suppliers should check the status of individual records before treating sector counts as evidence of bid demand.

Independence C I C was the most active named buyer in the snapshot, with 101 notices. Newark And Sherwood District Council recorded 17, West Sussex County Council nine, UK Research and Innovation eight, and National Highways Limited six. These buyers provide starting points for monitoring, but notice volume alone does not establish the scale of accessible opportunities.

Five notices worth reviewing

The following supplied records distinguish live tenders from earlier-stage activity. All were published on 14 October 2026; values and deadlines are reproduced from the supplied data.

Scottish Water: PE pipes and fittings

The Supply of PE Pipes and Fittings is classified as an open tender, with a supplied value of £33,000,000. The recorded deadline is 14 November 2026 at 12:00 UTC. Suppliers should review the original notice for the scope and submission requirements.

Highland Council: hydrogen

Highland Hydrogen is an open tender with a supplied value of £30,000,000 and a recorded deadline of 18 November 2026 at 12:00 UTC. The notice title alone is insufficient to establish the required delivery model or supplier eligibility.

Opportunity ID: fts:ocds-h6vhtk-078757

Norfolk and Suffolk: mental health services

Neighbourhood Mental Health Services (Crisis Alternatives), from NHS Norfolk and Suffolk Integrated Care Board, is classified as open. Its supplied value is £21,500,000, with a deadline of 27 November 2026 at 12:00 UTC. Providers should confirm the service specification and participation conditions in the original notice.

Opportunity ID: fts:ocds-h6vhtk-0787d8

UK Hydrographic Office: systems integration

Connected Business Platforms Systems Integrator Service Provision is an open tender valued at £5,000,000. Its recorded deadline is 26 October 2026 at 17:00 UTC. Digital suppliers should check the original documentation before committing bid resources.

Opportunity ID: fts:ocds-h6vhtk-07878b

Buckinghamshire Council: EV charge points

Provision of Fully Funded Electric Vehicle Charge Points is an upcoming pipeline notice, not an open tender. The supplied value is £60,228,387, and no deadline is provided. It is a procurement-monitoring lead rather than a confirmed current bidding window.

Source and data quality

This report uses only the supplied verified dataset, including records identified as originating from Contracts Finder and Find a Tender. The primary comparison is 8–14 October against 1–7 October 2026, supported by four-week history and secondary same-weekday context.

Published values include only GBP values supplied in notices; they are not a complete measure of procurement expenditure. Aggregate framework classification records zero in the latest period, while a supplied tender title contains the word “Framework”, so classification and title wording should be checked separately.

Before acting, verify the original notice for current status, deadline, value basis, eligibility and submission instructions. Publication dates and recorded deadlines should not be assumed to describe the same stage of a procurement.

Highlighted opportunities

ProcuraAxis analysis uses published procurement records. Values include only amounts supplied in source notices. Always verify deadlines, eligibility and documents with the original notice.
