Why this procedure was chosen
Following publciation of a competitive tender, No suitable tenders were received. Each individual Invitation to Tender received a single bid. Each is not suitable if the contracting authority considers that it does not satisfy the contracting authority’s requirements or the award criteria when assessed by reference to the assessment methodology and the relative importance of the criteria indicated under section 23(3). Following failure to achieve suitable tenders in the open procurements in March 2026, The Sustainable Aviation Fuel (SAF) Revenue Certainty Mechanism (RCM) team have reviewed their requirements and have suitably engaged other sources of expert capability, including academia and established bodies. Following non-committal interviews and engagement with industry experts, the project team are requesting support from Commercial to appoint suitably capable individuals to the panel via Switching to Direct Award.
