Solihull Metropolitan Borough Council is undertaking this pre-market engagement exercise to inform the future commissioning of both the NHS Health Check and Long-Acting Reversible Contraception (LARC) services.
Both services are currently delivered through primary care providers, and the Council's preferred commissioning approach is to maintain primary care as the core delivery model. Additional outreach models for both programmes are procured separately. Through this engagement, we are seeking to understand the market's, capability and views in relation to the future delivery of these services, whilst recognising our preference for delivery through GP practices and primary care networks.
The Council considers primary care to be the most appropriate and effective setting for the delivery of NHS Health Checks and LARC. However, we are open to consider other options.
For NHS Health Checks, as a minimum and in accordance with best practice, following completion of the check the model requires follow-up of individuals identified with cardiovascular risk factors, supports referral into wider prevention and treatment pathways, and enables seamless management of abnormal results. For LARC services, the model requires access to suitably trained clinical staff, established safeguarding arrangements, and integrated sexual and reproductive healthcare pathways.
The proposed contracting approach is expected to remain a cost and volume contract, with providers reimbursed based on agreed activity delivered. There is currently no separate budget allocation for management, mobilisation, infrastructure or administration costs, and providers should consider this when responding to the questionnaire. Any overheads, administration, reporting, clinical governance, premises and management arrangements would be expected to be accommodated within the unit cost. Costs per intervention are provided.
The purpose of this engagement is to gather market intelligence, understand potential risks and opportunities, and ensure that any future procurement process is informed by the views and expertise of potential providers before formal commissioning decisions are made.

Providers are asked to complete the Preliminary
Market Engagement questionnaire and submit electronically via https://solihull.my.site.com/s/ by 5pm on Monday 19 October 2026.Value not stated
