Description
Following the modification, the contract will continue to provide national and community-level technical assistance to strengthen public health and emergency capability and improve the prevention, detection and response to infectious disease threats. Delivery will operate through a phased close-out and reprioritised model. Core TDDAP2 activities in the Democratic Republic of the Congo, Ghana and Kenya concluded in March 2026. Targeted antimicrobial resistance activity will continue in Ghana and Kenya. Delivery in Uganda and Malawi will continue through a defined transition and close-out period, with completion by 31 March 2027. The modified contract includes additional, targeted and time-limited antimicrobial resistance transition services in Zambia until 31 March 2027. These services focus on: protecting and consolidating antimicrobial resistance surveillance and laboratory capabilities; supporting laboratory and diagnostic systems; improving surveillance-data integration and use; supporting antimicrobial stewardship; strengthening One Health coordination; maintaining workforce capability; and supporting transition towards sustainable domestic financing. The contractor may also provide targeted and demand-led technical assistance for outbreak preparedness and response, including Ebola preparedness and response support, where requested by FCDO and agreed within the resources and health security objectives of the contract. The programme outputs concern: progress towards operationalising National Action Plan for Health Security priorities; health security workforce strategy and capability; surveillance, data integration and laboratory capability; and community and civil society participation in health security governance and surveillance.

Description
Contract Amendment 003 reduces and reprioritises the remaining services under the contract and introduces additional, targeted and time-limited antimicrobial resistance transition services in Zambia. The modification: reduces the contract ceiling from £19,271,765 to £14,145,592.57 inclusive of applicable taxes; changes the contract end date from 31 March 2028 to 31 March 2027; replaces the existing Terms of Reference with the September 2026 Terms of Reference; replaces the existing Schedule of Prices with the Contract Amendment 003 Cost Proforma; provides for phased close-out of country-level delivery; continues targeted antimicrobial resistance delivery in Ghana and Kenya; maintains a defined transition and close-out period in Uganda and Malawi; introduces additional, targeted and time-limited antimicrobial resistance transition services in Zambia; enables targeted outbreak preparedness and response assistance, including Ebola-related support, where requested by FCDO and agreed within the resources and health security objectives of the contract; and updates specified key personnel. The additional Zambia services have a value of £500,000 and will be delivered until 31 March 2027.
Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: A change of contractor cannot reasonably be made for the following economic and technical reasons: the additional services require continuity and interoperability with existing antimicrobial resistance surveillance systems, laboratory strengthening activities, programme datasets, technical products and delivery arrangements already supported through TDDAP2 and previous UK-funded interventions; Palladium International Ltd possesses programme-specific delivery knowledge, technical information, established relationships with government and implementing partners, and established interfaces required to support the transition within the remaining implementation period; the additional services require coordination with existing TDDAP2 programme management, technical assurance, financial management, safeguarding, security, monitoring and reporting arrangements; introducing a separate contractor would require the creation and management of additional technical and operational interfaces during a limited implementation period; and separation of the additional services from the existing delivery structure would create material risks to technical continuity, compatibility, accountability and timely transition. Recreating these arrangements through a new procurement and mobilisation exercise during the remaining implementation period would introduce material transition risks and duplicate technical and management structures already in place. Significant Inconvenience or Substantial Duplication of Costs Changing contractor would cause significant inconvenience and substantial duplication of costs to the Authority. Appointing a separate contractor would require duplication of: supplier mobilisation and due diligence; programme management and governance; technical assurance and quality control; financial management and reporting; data transfer and information-governance arrangements; safeguarding and security arrangements; monitoring, evaluation and learning systems; national government and stakeholder engagement; and transition and contract close-out arrangements. A replacement contractor would require an estimated mobilisation period of four to six months. This would materially reduce the time available for substantive transition activity before the required completion date of 31 March 2027. The Authority estimates that appointing a replacement contractor would result in duplicated mobilisation, management and assurance costs of approximately £100,000. The Authority would also be required to manage parallel delivery structures and technical dependencies between Palladium International Ltd and a separate contractor. This would fragment accountability and create significant programme management, assurance, data transfer and stakeholder-engagement burdens during the remaining delivery period.
