Procedure

Features
The Lead Financial Advisor will be procured using the Competitive Flexible Procedure in accordance with the Procurement Act 2023 (the Act). To participate in the procurement and access the procurement documentation, potential Applicants will be required to complete and return a signed Non-Disclosure Agreement (NDA). The procurement will comprise two stages. During the first stage, Applicants will be required to respond to the Procurement Specific Questionnaire (PSQ) and submit their Invitation to Tender (ITT) response. The PSQ will cover topics including, but not limited to, technical and professional ability, economic and financial standing, and organisational capability. The PSQ responses will be evaluated first. The Tender Submissions of the five (5) highest scoring Applicants that satisfy all applicable Conditions of Participation will proceed to tender evaluation. Following evaluation of the Technical and Social Value Envelopes, GBE-N intends to down-select and shortlist the three (3) highest-scoring Tenderers. These shortlisted Tenderers will be invited to participate in an interview stage, during which GBE-N will engage with each Tenderer to assess and clarify aspects of their proposals. Tenderers' total scores, comprising the Technical, Social Value, Commercial and Interview evaluation scores, will then be calculated to identify the Most Advantageous Tender (MAT). Following selection of the Preferred Bidder and completion of the necessary approvals, the procurement will proceed to contract award following the applicable standstill period.
