Why this procedure was chosen
The Rustici Engine software remains the only viable solution for our specific requirements. This includes: It being an 'on-premise' solution integrated directly with our bespoke LMS. Including a Learning Record Store (LRS), supporting both xAPI and SCORM, and accommodating third-party learning material. Full integration within the Civil Service Learning (CSL) website, ensuring the site remains visually unchanged and maintaining its Government Digital Service-approved styling.

No Agreed Metrics Rationale
Key Performance Indicators have not been set for this contract pursuant to Section 52(1) of the Procurement Act 2023, as the total estimated value of the contract ($289,500 USD) does not exceed the £5,000,000 statutory threshold. Furthermore, under Section 52(2), the contract concerns off-the-shelf software licensing and support, where performance is appropriately governed by standard warranty and specification compliance terms rather than operational KPIs.
