Procedure

Features
This procurement will be conducted using the Competitive Flexible Procedure pursuant to the Procurement Act 2023. This Tender Notice constitutes an invitation for suppliers to participate in the procurement process. The Authority is not inviting tenders at this stage. The procedure has been designed to enable the Authority to engage with suppliers through a structured procurement process comprising participation, shortlisting, Dialogue, refinement of procurement documentation, submission of Final Tenders and contract award. Access to the procurement documentation will be subject to the successful completion and approval of a Non-Disclosure Agreement (NDA), Conflict of Interest (COI) Declaration and, where applicable, an Ethical Wall Assessment (EWA). An EWA will only be required where a supplier, consortium member or proposed sub-contractor currently provides, or has previously provided, services to the UK Parliament. Suppliers satisfying these participation requirements will be granted access to the procurement documentation and invited to participate in Stage 1 of the procurement. The procurement is anticipated to comprise the following stages: Participation Stage; Evaluation and Shortlisting; Invitation to Dialogue; Final Specification Stage; Optional Additional Dialogue; Invitation to Submit Final Tenders (ISFT); Evaluation of Final Tenders; Contract Award. The Authority intends to shortlist and invite up to five (5) suppliers to participate in Dialogue. Shortlisting will be undertaken using the published Participation Stage evaluation methodology. Dialogue will be used to explore solution approaches, test assumptions, improve the Authority's understanding of available market solutions and inform refinement of procurement documentation prior to the ISFT stage. The Authority does not intend to use Dialogue to materially alter the scope, nature or objectives of the procurement. Following completion of Dialogue, the Authority may refine evaluation questions, supporting artefact requirements, assessment focus and question-level weightings to ensure that final tender requirements accurately reflect the Authority's needs and the solutions discussed during Dialogue. The overall award criteria, evaluation structure and headline evaluation weightings will remain unchanged. Only suppliers successfully progressing through the participation stage will be invited to participate in subsequent stages.

Lot Details

No Lots Division Rationale
In accordance with section 18(2)(b) of the Procurement Act 2023, the Authority has considered whether the contract could appropriately be divided into lots. Following assessment of the requirement, the Authority has concluded that the contract should not be divided into lots. The requirement comprises a highly integrated Network-as-a-Service (NaaS) solution encompassing Information Technology (IT), Operational Technology (OT) and Broadcast Network Services across the Parliamentary Estate. The Authority requires a single supplier to assume end-to-end accountability for the design, transition, delivery, operation, support, security, maintenance and continuous improvement of the Services. Dividing the requirement into separate lots would introduce significant interface, governance, operational and service integration risks between multiple suppliers. In particular, the Authority considers that a multi-supplier model could: dilute accountability for service delivery and performance outcomes; increase the risk of service disruption and incident management complexity; create additional integration challenges across the IT, OT and Broadcast network environments; increase cyber security and information assurance risks through the introduction of multiple service interfaces and support arrangements; increase contract management complexity and associated operating costs; and reduce the Authority's ability to deliver a coherent network transformation and continuous improvement programme. The Authority has therefore determined that the requirement is most effectively delivered through a single integrated contract, ensuring clear accountability, consistent service management, efficient governance and the delivery of a secure, resilient and future-ready network service aligned with Parliament's strategic objectives. The Authority considers that the expected benefits of division into lots are outweighed by the operational, technical and commercial disadvantages associated with fragmenting responsibility for a business-critical technology service. The decision not to divide the contract into lots is considered proportionate and necessary to achieve the Authority's objectives and secure the effective delivery of the Services.
