Opportunity overview

This notice confirms that the Authority is awarding a contract for the provision of actors to support the delivery of Family Liaison Officer (FLO) training within His Majesty’s Prison and Probation Service (HMPPS). Family Liaison Officers are responsible for maintaining communication with a prisoner’s next of kin, including making initial contact and supporting families whilst handling sensitive discussions. To undertake this role, all FLOs complete a four-day training programme delivered by Prison Learning Design and Delivery (PLD&D) within HMPPS. The programme equips FLOs with the skills required to support family members through grief and bereavement following a prisoner’s death, as well as following a terminal illness diagnosis. The procurement was conducted through the Ministry of Justice’s E-Sourcing Portal, Jaggaer, under reference ITT_10839 – Provision of Actors for Family Liaison Officer Training. Tenders were evaluated to identify the Supplier offering the Most Advantageous Tender (MAT), representing the best value for money in accordance with the published evaluation methodology. The assessment methodology used to determine the MAT was Price Per Quality Point (PPQP). Following completion of the evaluation and moderation process, the Authority has made the decision to award the contract in accordance with the outcome of the procurement process.
