UK procurement update: weekly notice volumes fall 21.6% as open notices decline

The rolling seven days to 4 October recorded 2,210 procurement notices, down 21.6% against the immediately preceding seven days. Open notices and buyer participation also declined, while the four-week history shows a less uniform picture of market activity.

Four-week UK procurement notice counts for periods ending 13 September to 4 October 2026: 2,137, 2,004, 2,819 and 2,210.

UK procurement update: weekly notice volumes fall 21.6%

The rolling seven-day period from 28 September to 4 October 2026 recorded 2,210 procurement notices, compared with 2,819 in the immediately preceding period, 21–27 September. The verified decrease was 21.6%. Buyer participation also eased, with 878 buyers recorded against 1,011 in the preceding seven days.

For UK suppliers, the decline in open notices is particularly relevant: the latest period contained 349, compared with 472 in the preceding period. Awarded notices remained the largest reported status category, with 1,670 against 2,115.

Published GBP values were also lower. However, these totals include only GBP values supplied in notices and should not be treated as a complete measure of procurement spending or the value of contracts currently available to bid for.

The rolling seven-day comparison

The latest seven-day period recorded a published value of £21,788,275,211.85, compared with £203,040,950,314.15 in the immediately preceding seven days. This substantial difference needs to be read alongside notice volumes, buyer counts and procurement status, rather than used on its own to judge market demand.

Both notice activity and recorded buyer participation were lower in the latest period. The fall in open notices means suppliers had fewer notices classified as open within this publication window. It does not, by itself, establish how many tenders remain available across the wider market.

The awarded category is also important when interpreting the headline value. An award publication provides information about completed procurement activity; it is not an invitation to submit a bid. Suppliers should therefore separate live tender searches from award monitoring.

Four weeks show an uneven direction

The four-week history places the latest decline in context. Notice volumes moved from 2,137 in 7–13 September to 2,004 in 14–20 September, then rose to 2,819 in 21–27 September before easing to 2,210 in the latest period.

The current count is therefore below the immediately preceding week's peak, but above the counts recorded in each of the earlier two weeks. The sequence does not show a continuous four-week contraction.

Buyer participation followed a similar pattern: 855, 869, 1,011 and 878 across the four periods. The latest buyer count remains above the first two weeks, despite declining against 21–27 September.

Open notices present a more cautious signal for suppliers. Their four-week sequence was 442, 437, 472 and 349. The latest figure is below each of the other three periods, making the open-notice trend worth watching separately from total publications.

Published GBP values were £12,469,632,502.21, £62,736,798,132.76, £203,040,950,314.15 and £21,788,275,211.85, respectively. That uneven sequence reinforces the need to avoid treating published value as a straightforward measure of accessible supplier opportunities.

Sunday publications: mostly awards

On 4 October, the supplied coverage recorded five notices from five buyers, with published GBP values totalling £13,180,000. Four notices were classified as awarded, and none were classified as open. The remaining supplied notice was an upcoming preliminary market engagement publication.

As secondary context, the same weekday last week recorded five notices from four buyers, with published GBP values of £210,000. Notice volume was unchanged, with the supplied same-weekday comparison showing 0%. That earlier snapshot included two open notices and one awarded notice.

Today's notice types comprised two contract details notices on Find a Tender, one preliminary market engagement notice on Find a Tender, one contract award notice on Find a Tender and one awarded contract notice on Contracts Finder.

The supplied daily sector breakdown recorded one notice each in professional services, other sectors, IT and digital, and construction and property. This is daily context, not a seven-day sector ranking.

Notices to review

Pembrokeshire College: mass communication system

“PME.PC2627/010. Mass Communication System” is an upcoming preliminary market engagement notice from Pembrokeshire College, published on Find a Tender on 4 October. Its supplied value is £80,000.

This is the forward-looking notice in the daily selection, but preliminary market engagement should not be confused with an open tender. No deadline is supplied in the dataset. Interested suppliers should check the original notice for participation arrangements and any stated timetable.

HMRC: strategic delivery partner

“TPC STRATEGIC DELIVERY PARTNER”, published by H M REVENUE & CUSTOMS on Contracts Finder, is classified as awarded. The supplied value is £13,100,000, and the listed deadline is 2 October 2026 at 12:00 BST.

It should be reviewed as award intelligence rather than a live bidding opportunity. Suppliers assessing this notice should verify the procurement details in the original publication.

Education staffing and recruitment

“Supply Staff Diocese of Chichester Academy Trust” is an awarded contract notice published on Find a Tender by the DIOCESE OF CHICHESTER ACADEMY TRUST. No value or deadline is supplied in the dataset.

The British Council's “EU 839 Recruitment and personnel leasing services France” is also classified as awarded and was published as a contract details notice on Find a Tender. Its supplied record contains no value or deadline. Both notices are relevant to award monitoring, not evidence of an open competition.

Surrey: SEND client transport

Surrey County Council published “Client Transport Services 2026 - 2034 - SEND” as a contract details notice on Find a Tender. It is classified as awarded, with no value or deadline supplied in the dataset.

Transport suppliers can review the original notice for contract information, while keeping its awarded status distinct from any search for current tender opportunities.

Implications for supplier monitoring

The main weekly signal is lower publication activity, fewer participating buyers and fewer open notices than in the immediately preceding seven days. The four-week history qualifies that picture: total notices remain above the first two periods, while open notices are below all three preceding periods.

A practical response is to maintain separate monitoring for open tenders, early market engagement and awards. This helps prevent large published values or award-heavy publication days from being mistaken for immediately accessible bidding demand.

Source and data-quality note

This article uses only the supplied verified procurement dataset dated 4 October 2026. The highlighted records originate from Find a Tender and Contracts Finder. Weekly analysis uses the rolling seven-day period against the immediately preceding seven days, supported by four-week history; same-weekday figures are secondary context.

Published values include only GBP values supplied in notices. Missing values are not zero-value contracts, and missing deadlines do not establish that participation is unrestricted. Notice totals, statuses and framework counts are reported as supplied. Always verify the original notice, including its status, value, deadline and any amendments, before taking procurement or bidding action.

Highlighted opportunities

ProcuraAxis analysis uses published procurement records. Values include only amounts supplied in source notices. Always verify deadlines, eligibility and documents with the original notice.
