Opportunity overview
The modification takes effect from 1 September 2026 and was signed on 28 August 2026. It comprises:

1. Term. The contract term is extended by 6 months, from 1 September 2026 to 28 February 2027, with an option to extend for a further 6 months. A one-month exit clause applies throughout the extended term.

2. Value. The 6-month extension period is estimated at £1,076,000 excluding VAT (8.37% of the original contract value). The total modification value across the initial and optional extension periods (12 months) is estimated at £2,152,000 excluding VAT (16.74% of the original contract value). Estimates are based on the last 12 months' actuals for NEPTS operational transport and the Assessment Centre; charges may vary with patient volumes. The headroom remaining before 25% thresholds are triggered is £1,061,000.

3. Scope. With effect from 1 September 2026, the contract also provides for the delivery of the patient eligibility, assessment and booking service previously received by the Authority under a separate arrangement. The modified contract therefore brings together the patient transport element and the assessment / booking element under a single Whittington Health NHS Trust contract with the existing provider. There is no change to the Framework specification, performance regime or charging basis of the patient transport services as a result of this element.
The change is limited in nature. In operational terms, the same provider already delivers both the transport and assessment / booking elements. Contractually, the modification consolidates responsibilities that were previously split across separate arrangements into one agreement with the Trust, so that governance, performance management and accountability sit within a single contractual structure. The patient cohort, geographical scope and clinically / nurse-overseen assessment model remain unchanged.
The assessment / booking element serves the same NEPTS cohort, within the same patient pathway and for the same commissioned purpose as the transport element. The existing contract documents also contain express provisions concerning collaboration and operational dependency between patient transport services and eligibility / booking services delivered under related arrangements.

Lots
- Following the modification, the NEPTS contract brings together both related service elements, both within the scope of the framework agreement under which it was awarded, which was established for "patient eligibility and booking services (lot 1) and non-emergency patient transport services (lot 2)".

Patient transport services (Lot 2). Patient Transport Service is the provision of transportation to and/or from hospital (and its constituent/associated clinics and other healthcare facilities) of patients (including but not limited to escorts and medical equipment where instructed or otherwise authorised by the Booking Provider) who, due to their medical conditions, require the skills or support from patient transport staff as they would otherwise not be able to attend their appointments and/or where use of public transport would have a detrimental effect on their health.

Patient eligibility and booking services (lot 1). The aim of the Booking Service is to take requests for PTS from patients, healthcare providers and carers, through electronic means and via telephone in accordance and in the manner set out in the Specification. The Contractor will be responsible for applying the Eligibility Criteria for each booking to ensure that transport is only provided to patients meeting the eligibility criteria.
The framework was structured so that Lot 1 and Lot 2 operate as adjacent elements of the same patient pathway. Both elements serve the same NEPTS cohort, within the same pathway and for the same commissioned purpose.Value not stated
