Training, Coaching and Development Providers Framework

Development Bank of Wales · Tender notice on Find a Tender

Tender information last checkedLast checked 30 Sept 2026, 20:41.

Opportunity overview

The Development Bank of Wales (DBW) is seeking to establish a Framework Agreement for the provision of training, coaching and development services to support the learning and development needs of its employees. The framework will provide access to suitably qualified and experienced suppliers capable of delivering a broad range of professional development services, including leadership and management development, procurement and commercial skills, finance, risk and compliance, project management, coaching and mentoring, digital and technology skills, personal effectiveness, and other specialist training requirements. Through this procurement, DBW aims to appoint a panel of providers who can deliver high-quality, flexible and value-for-money learning solutions across a range of delivery methods, including classroom-based, virtual and blended learning. Tenderers may apply for one, some or multiple disciplines within a Lot. Tenderers are not required to demonstrate capability across all disciplines contained within a Lot. Additional questions within the eTenderWales portal will require Tenderers to identify the specific discipline(s) for which they are submitting a Tender. The framework will support DBW's strategic objectives by enhancing workforce capability, supporting organisational development and ensuring employees have access to relevant and effective learning opportunities. Further details of the scope, lot structure, evaluation methodology and framework arrangements are set out within the procurement documents. The framework is expected to be divided into lots to reflect different areas of expertise. The Development Bank of Wales does not guarantee any minimum volume or value of work under the framework. Contracts will be awarded in accordance with the call-off procedures set out in the procurement documents. Services may include training programmes, workshops, masterclasses, briefings, coaching, mentoring, facilitation, training needs analysis, learner diagnostics, preparation of learning materials, post-course evaluation and associated reporting. Delivery may be in person, virtual or blended, depending on the requirement, audience and relevant lot. The framework will be divided into lots covering leadership and management development; procurement, commercial and contract management; financial services, risk and regulatory training; digital, technology and AI skills; project and change management; HR, equality, diversity and inclusion; health, safety and wellbeing; Welsh language and communication skills; coaching and mentoring; and soft skills and business development. The framework will not guarantee any minimum level of spend, volume of work or number of call-off contracts. Requirements will be commissioned through the framework call-off arrangements and will be subject to business need, budget availability, approval requirements and supplier performance. The tender code for etenderwales is itt_127450 Strategic Approach to Supplier Appointment In order to maximise competition, improve resilience of supply and provide access to a diverse range of specialist providers, DBW has structured this Framework to allow Tenderers to bid for individual disciplines within each Lot. DBW's approach is intended to support participation from SMEs, micro-businesses, specialist providers and Welsh suppliers who may possess expertise in specific disciplines rather than across all service areas within a Lot. To ensure continuity of service, competitive tension and sufficient market capacity throughout the term of the Framework Agreement, DBW intends to appoint a minimum of two (2) suppliers and a maximum of four (4) suppliers per discipline within each Lot, subject to a sufficient number of Tenderers meeting the Conditions of Participation and achieving the minimum required evaluation standards. Where fewer than two compliant Tenderers are received for a particular discipline, DBW reserves the right to proceed with the available compliant Tenderer(s) or take such other action as it considers appropriate in accordance with the procurement documents. The overall maximum number of suppliers that may be appointed across all Lots and disciplines under the Framework Agreement is 314. This figure represents the total maximum framework capacity and should not be interpreted as the number of suppliers to be appointed to any individual Lot or discipline. This approach is intended to: maintain value for money through ongoing competition at call-off; reduce dependency on individual suppliers; provide flexibility to meet varying business requirements; encourage participation from specialist providers; improve resilience and continuity of service provision; and support DBW's objective of creating a broad and diverse supplier base capable of delivering high-quality training, coaching and development services.

Published risks
The following risks may affect the satisfactory performance of the Framework Agreement and any call-off contracts: Changes to the Development Bank of Wales' organisational structure, business priorities, strategic objectives, workforce composition or operating model which result in changes to learning and development requirements. Variations in training demand, including increases or decreases in the volume, frequency, subject matter, location or delivery method of training required. Changes in legislative, regulatory or professional requirements that necessitate the introduction, amendment or expansion of training programmes, compliance training or mandatory qualifications. Changes to industry best practice, learning methodologies, technology platforms or digital delivery methods which require amendments to service delivery arrangements or training content. Supplier resource constraints, including the unavailability of key trainers, facilitators, coaches or subject matter experts, requiring alternative delivery arrangements. Market changes affecting the availability of specialist training providers, accreditation bodies or learning resources. Organisational growth, restructuring, mergers, acquisitions or the introduction of new business functions creating additional training and development requirements not fully anticipated at the commencement of the framework. Changes to funding, budget allocations or organisational priorities which impact the scope, volume or timing of services required. The need to introduce new training categories, specialist subject areas, accreditations or qualifications in response to emerging business needs, regulatory requirements or skills gaps. Changes to information security, data protection, accessibility, equality or health and safety requirements affecting the delivery of training services. Events outside the reasonable control of either party, including significant disruption to premises, technology infrastructure, public health events or other force majeure circumstances which necessitate changes to delivery arrangements. Where such risks materialise, the Development Bank of Wales may need to amend the Framework Agreement or call-off contracts to ensure the continued effective delivery of services, maintain compliance with legal and regulatory obligations, and achieve value for money.

Period Rationale
The Development Bank of Wales considers a framework term of up to eight years to be necessary and proportionate due to the nature of the services being procured. The framework will support the organisation's long-term learning and development strategy and provide access to training, coaching and development services that contribute to workforce capability, leadership succession, regulatory compliance and organisational performance. A longer-term framework will, Provide continuity in the delivery of learning and development programmes, enabling the establishment of consistent training pathways and progressive development programmes over multiple years. Allow suppliers to invest in understanding the Development Bank of Wales' business, culture, strategic objectives and learning requirements, leading to higher quality and more tailored service provision.
Type
closed
Description
The framework will operate as a closed multi-supplier framework agreement. Suppliers will be appointed to the lot or lots for which they submit a successful tender and will only be eligible to receive call-off opportunities under those appointed lots. When DBW identifies a requirement, it will determine the appropriate lot and issue the requirement to the appointed supplier or suppliers under that lot in accordance with the call-off rules set out in the procurement documents. Call-offs may cover single training sessions, workshops, coaching assignments, short programmes, multi-session development pathways, refresher training, bespoke learning interventions or associated support services. The primary call-off route will be further competition between suppliers appointed to the relevant lot, particularly where more than one supplier is capable of meeting the requirement and DBW needs to compare approach, trainer or coach suitability, availability, delivery method, timescales and price. Suppliers invited to a further competition will be asked to submit a proportionate proposal responding to the specific requirement. Direct award may be used only where permitted by the framework terms and where objective criteria apply. This may include, for example, continuation of existing training, follow-on activity from bespoke design work, refresher or consolidation sessions, continuation of coaching or mentoring support, or circumstances where a particular appointed supplier is uniquely placed to deliver the requirement because of prior involvement, continuity, specific expertise, availability or value for money considerations. All call-off contracts will be subject to business need, budget availability, approval requirements, supplier performance and the terms of the framework. Appointment to the framework does not guarantee any minimum level of spend, volume of work or number of call-off contracts.

Award criteria

Description
Tenderers may submit a tender for one, several or all lots, provided they can demonstrate that they meet the conditions of participation and minimum requirements for each lot they bid for. Tenderers may apply for one, some or multiple disciplines within a Lot. Tenderers are not required to demonstrate capability across all disciplines contained within a Lot. Each lot will be evaluated and awarded separately using the award criteria set out in the procurement documents. DBW may appoint different suppliers to different lots and may appoint the same supplier to more than one lot where that supplier submits the most advantageous tender, or is ranked within the maximum number of suppliers to be appointed, for each relevant lot. Appointment to one lot does not guarantee appointment to any other lot. Where a tenderer bids for multiple lots, DBW may require the tenderer to demonstrate that it has sufficient capacity, resources, subject matter expertise and delivery arrangements to support all lots for which it may be appointed. DBW reserves the right to consider whether awarding multiple lots to the same supplier would create any capacity, resilience, conflict of interest or delivery risk, and may seek clarification where necessary. The maximum number of suppliers to be appointed to each lot is set out in the procurement documents. DBW does not guarantee any minimum spend, volume of work or number of call-off contracts under any lot. Strategic Approach to Supplier Appointment In order to maximise competition, improve resilience of supply and provide access to a diverse range of specialist providers, DBW has structured this Framework to allow Tenderers to bid for individual disciplines within each Lot. Description
Due to number of clarifications a change in strategic approach is needed around the lots and disciplines within the lots. Tenderers may apply for one, some or multiple disciplines within a Lot. Appointment to the Framework Agreement will be limited to the discipline(s) for which a Tenderer has successfully demonstrated the required capability and capacity. Additional information relating to the disciplines being applied for will be collected through the tender process and associated procurement documentation. A condition of participation is now to be added due to suppliers wanted to deliver elearning only which is not our requirement. Due to the change in appointment of suppliers per lot DBW now needs to increase the number of suppliers to be appointed. Additional Information The maximum number of participants stated above represents the maximum total number of suppliers that may be appointed across all Lots under the Framework Agreement. Tenderers may apply for one, some or multiple disciplines within a Lot. Tenderers are not required to demonstrate capability across all disciplines contained within a Lot. Appointment to the Framework Agreement will be limited to the discipline(s) for which the Tenderer has successfully demonstrated the required capability and capacity. The actual number of suppliers appointed to each Lot will depend on the outcome of the procurement process and may vary between Lots. The maximum number of participants should not be interpreted as the number of suppliers to be appointed to any individual Lot.

Demonstrate compliance with all relevant legal, regulatory and professional requirements applicable to the services being provided. Provide evidence of policies and procedures relating to safeguarding (where applicable), equality, diversity and inclusion, data protection, information security, health and safety, and business continuity. Where bidders are applying for multiple lots, they must demonstrate sufficient capacity and resources to deliver all services for which they are seeking appointment. The Development Bank of Wales reserves the right to verify information provided by bidders and to seek additional evidence where necessary to assess technical and professional capability. Tenderers are not required to provide all services or disciplines contained within a Lot. Tenderers may apply for one or more individual disciplines within a Lot and will be assessed only against the discipline(s) identified within their Tender. DBW may request clarification where a response is unclear or ambiguous. Clarification will not provide an opportunity for the Tenderer to introduce a new delivery model, new resources or material information that should have been included in its Tender. A Tenderer will receive a Fail where its response is absent or materially incomplete, does not address the minimum requirements above, or does not provide DBW with sufficient assurance that the Tenderer has the technical ability and resources to deliver the discipline(s) offered reliably at the required locations. A Fail will result in the Tender being disregarded for the relevant Lot. The Tenderer will not proceed to quality or commercial evaluation for that Lot.

Bidders must maintain adequate insurance cover relevant to the services being provided throughout the term of the framework and any call-off contracts, including employers' liability insurance (where applicable), public liability insurance and professional indemnity insurance.
Criterion 2
Type
technical
Description
Tenderers must demonstrate that they have the technical ability, skills, experience and resources necessary to deliver the services covered by the relevant lot(s). As a minimum, bidders may be required to: Demonstrate relevant experience in the design and delivery of training, coaching and development services of a similar nature, scale and complexity. Provide examples of contracts delivered within the last three years that are comparable to the services being procured. Demonstrate access to appropriately qualified, experienced and competent trainers, facilitators, coaches and subject matter experts. Evidence the ability to develop and deliver tailored learning solutions to meet specific organisational and individual development needs. Demonstrate appropriate quality assurance arrangements, performance monitoring processes and continuous improvement procedures. Confirm their capacity and capability to deliver services across the required geographic locations and delivery methods, including face-to-face, virtual and blended learning. Minimum standards of suitability required To achieve a Pass, the Tenderer must provide a clear, complete and credible response demonstrating that it has, or will have before commencement of the Framework Agreement: access to sufficient suitably qualified delivery personnel for the discipline(s) offered within the relevant Lot; practical arrangements for delivering face-to-face services at the required locations; credible continuity and contingency arrangements; effective controls for travel-related costs; the capacity to meet the timescales specified by DBW at call-off; and the technical capability, experience and resources necessary to deliver the discipline(s) for which it is applying.

Options

Description
Training requirements under this lot may vary depending on the role, experience level, objectives and development needs of individual employees or teams. As such, the Development Bank of Wales may require suppliers to tailor training content, delivery methods, duration, learning materials and practical exercises to meet specific organisational or participant requirements. Services may include the adaptation of existing courses, the development of bespoke training programmes, one-to-one or group coaching, action learning sets, workshops, masterclasses and other leadership and management development interventions. Training may be delivered face-to-face, virtually or through a blended approach, depending on business needs and participant preferences. The scope, format and level of customisation required will be specified at call-off stage. No minimum volume of bespoke work is guaranteed. Suppliers must demonstrate the ability to design and deliver flexible, tailored solutions that align with the Development Bank of Wales' strategic objectives, organisational culture and learning outcomes.

No Engagement Notice Rationale
A Preliminary Market Engagement Notice was not published because the Development Bank of Wales has sufficient knowledge of the relevant supplier market to proceed directly to procurement. In addition, the proposed requirement is well understood, the scope has been clearly defined, and there is an established and competitive market of suppliers capable of delivering the services required. As a result, preliminary market engagement is not considered necessary to inform the procurement strategy or specification. Publishing a Preliminary Market Engagement Notice would be unlikely to generate information that would materially alter the proposed procurement approach.
