Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: The Home Office is ultimately seeking to insource these services as part of wider review and update of the digital services supporting passport application and issue. Changing contractor at this time would cause significant inconvenience and substantial duplication of costs during this process – and it would also risk instability of the platforms that underpin passport services whilst ongoing modernisation is completed.
