Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: The need for modification has been brought about because the Employer has not been able to undertake the Additional Works themselves due to the inability to source resources (including labour)to do so. These are circumstances which could not reasonably have been foreseen by the contracting authority. To minimise disruption and to ensure these necessary works are completed alongside the Works to be undertaken under the Contract, the contracting authority wishes to have them carried out by the Contractor under the Contract.
