How to submit
Suppliers must complete and submit their PSQ response electronically through the Trust’s e-tendering portal, NHS Sourcing (Atamis), by the stated participation deadline. Responses must address all applicable mandatory, pass/fail and scored selection requirements. Late submissions may not be accepted. Features
The procurement will be conducted using a two-stage Competitive Flexible Procedure under the Procurement Act 2023. Stage 1 will comprise a Selection Questionnaire (SQ) to assess suppliers against the published conditions of participation and selection criteria. The highest-scoring compliant suppliers, anticipated to be up to six per Lot, will be invited to Stage 2. Stage 2 will comprise an Invitation to Tender (ITT), where suppliers will submit detailed quality and commercial proposals. Following evaluation, the Trust intends to appoint up to three suppliers per Lot to the Framework.

Description
The Framework will operate as a closed, multi-supplier framework for a period of four years. Call-off contracts may be awarded through Direct Award or Mini-Competition, depending on the value, complexity and requirements of the commission. Supplier selection will consider relevant experience, performance, capability, resource availability, specialist expertise and value for money. Prices will be based on the framework rates agreed at award or determined through project-specific commercial proposals or Mini-Competitions, as appropriate.
