Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: The nature of this agreement requires both Design and Build deliverables, supported by approvals and meeting security compliances. if a change of contractor were to occur, duplicate costs to re-design and implement would be unavoidable and significantly delay the completion of this project.
