Features
This notice invites requests to participate. Suppliers must satisfy the Conditions of Participation, which are set out in the participation pack issued with this notice and assessed predominantly on a pass/fail basis. All suppliers satisfying the Conditions of Participation for a lot are invited to tender for that lot. Each lot is then tendered in rounds. The initial tender round is assessed 70% Quality / 30% Commercial, with a quality gate applied to high-importance criteria. Between 2 (intended minimum) and 4 (maximum) suppliers per lot progress beyond the initial round. Where two or more suppliers are tied at the last progressing place, all tied suppliers progress and the maximum of four may be exceeded to that extent only. DCC may continue with fewer suppliers, including where necessary a single supplier, where lawful and appropriate. DCC may, per lot, conduct no more than one additional intermediate tender round before progression, or may proceed directly to the final round. The final tender round is evaluated afresh at 50% Quality / 50% Commercial and determines the most advantageous tender for each lot. Each lot has its own progression and award decision. DCC intends to conduct clarification and structured negotiation with suppliers progressing through the tender rounds. Award criteria will not be altered through negotiation; refinement is undertaken under section 24 of the Procurement Act 2023. Full details are set out in the participation pack.

Weighting Description
Tenders are assessed on Quality and Commercial criteria. The initial tender round is weighted 70% Quality / 30% Commercial, with a Quality Score Gate: a tender assessed as Unacceptable against any High-importance Quality criterion will not progress, regardless of total score. The final tender round is evaluated afresh at 50% Quality / 50% Commercial and determines the most advantageous tender for the lot. Headline Quality criteria are classified High, Medium or Low importance; no ranking is implied within a band. High denotes a principal differentiator and major driver of the evaluation and progression decision; Medium a material differentiator with significant but lower influence; Low a supporting criterion with materially less influence than the higher bands. 'Unacceptable' means a response that fails to demonstrate a credible, deliverable approach to the criterion, or reveals a material risk to service delivery that is not credibly mitigated. Detailed subcriteria, weightings and scoring methodology will be issued to suppliers invited to tender, before the relevant tender round.

Full commercial methodology will be issued with the tender documents.

The contract may be extended at DCC's sole discretion by 3 years (to 31 March 2035) and then by a further 2 years (to 31 March 2037). Each extension option is exercisable separately, and options are exercised per lot and independently of any other lot. DCC is not obliged to exercise any option. Supplier fixed fees are held firm for the initial period and are reviewed on exercise of an extension option only by cumulative CPI over that period. Extensions would be used where continuing the arrangements represents value for money and supports service continuity across DCC's energy estate.

Gas export
Description
Gas export: purchase and offtake of biomethane injected by DCC into the gas distribution network (gas-to-grid), circa 45.8 GWh per annum and circa 447 GWh over the maximum contract term. Under this lot the Supplier purchases biomethane from DCC as principal for onward sale into the gas market, so consideration flows from the Supplier to DCC rather than from DCC to the Supplier. The Supplier's remuneration may arise through management or transaction fees, trading margins or spreads, deductions, retained amounts or other elements of the sale-price methodology, to be established through this competition. The estimated value stated for this lot is the gross market value of the biomethane expected to be transacted, stated inclusive of VAT at the currently applicable 20% rate; it is not an estimate of the Supplier's remuneration and does not represent expenditure by DCC, and DCC gives no warranty as to future volumes or market prices. Commencement 1 July 2027; initial period to 31 March 2032, with extension options of 3 years and then a further 2 years exercisable at DCC's sole discretion.
