Why this procedure was chosen
The direct award to Lumensol Limited was justified due to the urgent and exceptional circumstances facing the Housing Directorate, including the need to address regulatory compliance risks, delays in the stock investment programme, and the imminent departure of key senior officers responsible for delivery. The Council identified an immediate requirement for specialist strategic leadership support to maintain momentum and improve delivery of housing improvement, asset management and transformation priorities. Lumensol Limited was selected as an approved supplier under the Guinness Partnership Framework (Asset and Property Management Consultancy Framework), which permits direct awards where framework criteria are met.
