Forestry and Land Scotland (FLS) has a requirement for Bridge Inspections and consists of 6 Lots. The Client will be appointing a single Consultant to each Lot. The Lot structure is as follows: Lot 1 – Principal Inspection All Scotland Lot 2 – General Inspection North Scotland Lot 3 – General Inspection East Scotland Lot 4 – General Inspection West Scotland Lot 5 – General Inspection Central Scotland Lot 6 – General Inspection South Scotland Lot 1 (Principal Inspections) will be a national single Consultant Contract covering all 5 Scottish Regions within FLS. Appendix 1 provides a map of the lot geographical areas for Lots 2 to 6. The contract will be for a period of 36 months with the option to extend for a further 1 plus 1 plus 1 at 12 months per extension at FLS discretion. Lot Bidding Restrictions Maximum Number of Tenders - Bidders may submit a maximum of three (3) tenders in total across all lots 1-6. - Bidders may be awarded up to three (3) lots. - Submitting more than three tenders may result in exclusion from the procurement.

It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below: Employer’s (Compulsory) Liability Insurance = 5,000,000 GBP each and every claim without limit to the number of claims. For the duration of the services and for 1 year following Completion. Public Liability Insurance = 5,000,000 GBP each and every claim without limit to the number of claims. For the duration of the services and for 1 year following Completion. For Principal Inspection (Lot 1) Professional Risk Indemnity = 2,000,000 GBP each and every claim without limit to the number of claims. For the duration of the services and for 6 years following Completion. For General Inspection (Lots 2-6) Professional Risk Indemnity = 2,000,000 GBP each and every claim without limit to the number of claims. For the duration of the services and for 2 years following Completion. Please note, it is a legal requirement that all Tenderers hold a minimum of 5,000,000 Employers (Compulsory) Liability Insurance except those companies which are exempt in specific circumstances. 4C.1 Please provide examples that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4 of the Find a Tender Service Contract Notice or the relevant section of the Site Notice. If you are applying for Principal Inspection (Lot 1): Provide one example that demonstrates experience of delivering a similar principal bridge inspection. If you are applying for General Inspection (Lots 2-6): Provide one example that demonstrates experience of delivering a similar general bridge inspection. If you are applying for both Principal Inspection and General Inspection, please provide one example for Principal Inspection and one example for General Inspection as detailed above. Bidders must ensure that they provide contact details for the customer/client for each example in order for FLS to verify the examples provided. 4C.4 If bidders intend to use a supply chain to deliver the requirements detailed in the Contract Notice, they must confirm they have (or have access to) the relevant supply chain management and tracking systems to ensure a resilient and sustainable supply chain. This will include confirmation that they have the systems in place to pay subcontractors through the supply chain promptly and effectively, and provide evidence when requested of: a) their standard payment terms b) ≥95% of all supply chain invoices being paid on time (in accordance with the terms of contract) in the last financial year. If the bidder is unable to confirm (b) they must provide an improvement plan, signed by their Director, which improves the payment performance. 4C.6 Please confirm that all personnel proposed for this contract meet the qualification requirements specified in the tender documents. 4C.10 Please provide details of the proportion (i.e. percentage) of the contract that you intend to subcontract.
