Schedule 5, Paragraph 13, Procurement Act 2023 - Extreme and Unavoidable Urgency Award Rationale The Council determined that: Significant fire safety risks remain within occupied residential buildings. Continuous Waking Watch provision remains necessary to support resident safety and simultaneous evacuation arrangements. Any interruption in service may expose residents to immediate risk, create legal and regulatory exposure for the Council, and potentially place the Council in breach of its statutory obligations. A direct award is therefore necessary to maintain continuity whilst a competitive procurement process is undertaken.
