Opportunity overview

The City invites Bidders to complete and submit a request to participate in the Procurement for the provision of a multidisciplinary consultant team to support delivery of the Avondale Square Estate External Works and Electrical Upgrades Project (Phases A and B). The multidisciplinary team is expected to comprise of Lead Consultant / Building Surveying and Contract Administration, Principal Designer (CDM), Principal Designer (Building Regulations), Mechanical and Electrical Engineering, Quantity Surveying and Clerk of Works services. Architectural and planning support shall be provided where required. Please refer to the brief for the full scope. The estimated duration of the contract is 4.44 years. The estimated contract value given at sections 31 and 32 is for the full duration of the contract including the maximum possible extensions. The estimated annual contract value is therefore £157,657.66.

This tendering exercise is being undertaken using the electronic tendering system ‘City of London Corporation Sourcing & Contracts Portal’ (https://cityoflondon.ukp.app.jaggaer.com/). Suppliers will need to register an interest on the system in order to participate and registration is free.

This Competitive Flexible Procedure will be conducted in two (2) stages: • Stage 1 – Invitation to Participate (ITP) • Stage 2 – Invitation to Tender (ITT) The Invitation to Participate (ITP) will comprise of Suppliers being asked to meet the conditions of participation and respond to a technical question based on previous contract experience / contract examples. Following assessment of the responses, the City will notify suppliers in writing to confirm the outcome of the assessment and whether or not they have been successfully shortlisted to participate in the ITT stage of this procurement. The assessment will be undertaken in accordance with the methodology set out in the tender documents.

Phases A and B works packages will be tendered separately but are primarily being split due to the HRB status of the blocks. The scope of works for both phases will be the same, but the HRB status of the blocks in Phase B will mean that it takes longer to get to site (due to the requirement for GW2 applications for each block). The cost of the professional services to deliver both phases will benefit from economies of scale, but there will also be consistency of approach as a result.
