Opportunity overview

The OPCC for Devon and Cornwall will be looking to commission in the near future a Pilot Male Ally Training Scheme for a Male Ally Network in Cornwall. The OPCC is therefore undertaking this Market Engagement Exercise to: • Gather early feedback on the feasibility and delivery of a Male Ally Network Pilot training Scheme in Cornwall. • Understand existing market capabilities, delivery models, and innovative approaches relevant to the requirement • Test initial assumptions and identify potential risks, constraints, and opportunities from a Supplier perspective • Identify Suppliers within the market who would be interested in taking part in a future procurement exercise • Obtain indicative cost ranges and commercial considerations to inform future budgeting and business case development • Shape and refine the scope, objectives, and specification for a future procurement exercise to ensure that it is realistic, competitive, and aligned with marker conditions. The Authority will issue this Market Engagement Document alongside a draft specification setting out the indicative scope, objectives and requirements of the pilot programme. Suppliers are invited to review the draft documentation and provide feedback on feasibility, delivery approach, risks and indicative costs via the Market Engagement Feedback Questionnaire attached to this document. There are a number of questions within the Market Engagement Questionnaire for you to answer but it is not compulsory to answer all of them. We are happy to receive any feedback you wish to offer. Responses to the Market Engagement Questionnaire imply no commitment on Suppliers to engage in any subsequent procurement process, nor do they confer any advantaged status or guarantee of inclusion in any subsequent procurement process for Suppliers who do respond. The information gathered will be used solely to inform the Authority’s understanding of the requirement and to support the development of any potential future procurement. Questionnaire Responses should be submitted using the In-Tend Portal Messaging Function by 5pm on 8th July 2026. Full details are provided in the Document Set uploaded to the In-Tend Portal, consisting of: - Market Engagement Instructions and Questionnaire - Draft Specification for Market Feedback Please go to: https://sell2.in-tend.co.uk/blpd/publictenders to express interest in this market engagement

Description
The OPCC invites providers to take part in this market engagement exercise to provide input and insight on the draft specification, prior to commencing a procurement process. The Authority will issue this Market Engagement Document alongside a draft specification setting out the indicative scope, objectives and requirements of the pilot programme. It is important to note that this is not an invitation to tender, it is strictly a pre-procurement Market Engagement Questionnaire, intended to capture market information via a Pre-Market Engagement Notice. Suppliers are invited to review the draft documentation and provide feedback on feasibility, delivery approach, risks and indicative costs via the Market Engagement Feedback Questionnaire attached with this notice. There are a number of questions within the Market Engagement Questionnaire for you to answer but it is not compulsory to answer all of them. We are happy to receive any feedback you wish to offer. The Market Engagement Questionnaire will not be evaluated or scored, nor will Participation in this exercise influence the assessment of any organisation in any future procurement process. Responses to the Market Engagement Questionnaire imply no commitment on Suppliers to engage in any subsequent procurement process, nor do they confer any advantaged status or guarantee of inclusion in any subsequent procurement process for Suppliers who do respond. Questionnaire Responses should be submitted using the In-Tend Portal Messaging Function by 5pm on 8th July 2026. The Authority may hold follow-up clarification sessions or market engagement events to explore responses in more detail. Where appropriate, these will be conducted on an open and transparent basis, and the Authority will ensure that no supplier gains an unfair advantage as a result of participation. Following the response period, the Authority will review all feedback received to inform the refinement to the specification and overall approach. Insights gathered through this process will support the development of a potential future procurement, such as a Request for Proposals (RFP) or tender exercise. The information gathered will be used solely to inform the Authority's understanding of the requirement and to support the development of any potential future procurement. No supplier will gain any advantage or disadvantage in any subsequent procurement process as a result of participating in this engagement. The Authority reserves the right to withdraw this Market Engagement Questionnaire at any time and is not liable for any costs incurred as a result of Suppliers engaging with this process.
