The provision of Vehicle Removals and Car Pound Services. This contract deals with the removal of vehicles parked in contravention and nuisance vehicles as part of the statutory process underpinned by the Traffic Management Act 2004 and the Refuse Disposal (Amenity) Act 1978. The contract will be divided into two lots: Lot 1: Car Pound Setup and Operation Lot 2: Vehicle Removal and Scrapping Service

Known Risks - Delay in car pound setup causing late operational start - Higher than expected operating costs impacting budget. - Vehicle removal and storage processes non-compliant with regulations. - Failure to achieve Cabinet approved income targets. - Potential relocation of the car pound due to Transport for London (TfL) safeguarding the site for Crossrail 2 (CR2) or future council regeneration projects (e.g., affordable housing developments). Hackney Council considers that the following known risks may jeopardise the satisfactory performance of the contract, but due to the nature of the risks, are unable to be addressed in the contract as awarded: - Delays in the car pound setup causing a late operational start, and/or the necessity to modify the physical works, design, or operational scope for Lot 1 to comply with specific conditions or variations imposed by the statutory planning authority, specifically regarding the repurposing of the Bentley Road Car Park (BRCP) into a secure, compliant, and fully operational car pound - The requirement to enact an exit strategy and relocate the car pound operations to an alternative site within the borough (or integrate it into an underground facility) if the CR2 project proceeds or if the site is repurposed for housing and community facilities.
