Procedure

Features
A Contract Notice will be published inviting suppliers to express an interest in participating in the procurement. Suppliers who express interest during the Expression of Interest (EOI) period will be added to the tender list on a rolling basis as quickly as reasonably practicable following receipt of their request. Upon being added to the tender portal, suppliers will immediately be granted access to the tender documentation to allow early review and preparation of their submissions. The EOI period will remain open for a minimum of 25 days. Following closure of the EOI period, tenderers will be provided with a minimum of seven (7) calendar days to finalise and submit their tender responses. The procedure will comprise a single tender submission stage. Submitted tenders will be evaluated against the published award criteria, including quality and commercial considerations. Clarification questions may be raised with bidders during the evaluation process to ensure a full understanding of submitted responses. The Authority reserves the right to undertake limited negotiation or refinement with the preferred bidder(s) in relation to contractual, technical, commercial, or delivery matters, provided this does not materially alter the scope of the procurement or distort competition. Following evaluation and any necessary clarification or negotiation activities, the Authority will identify the Most Advantageous Tender in accordance with the published award criteria and proceed to contract award following completion of the applicable standstill period.
