Why this procedure was chosen
The contract was awarded as a call-off contract under YPO Framework 1095 - Software Application Solutions, which was established in accordance with the Public Contracts Regulations 2015. The framework permits direct award where the relevant conditions and requirements set out in the framework agreement are met. The Authority identified Arbor Education Partners Ltd as meeting the requirements for the provision of a cloud-based Schools Management Information System. The direct award was made in accordance with the terms of the framework and the call-off procedure permitted under the framework agreement. This approach was selected to maintain continuity of service, protect existing investment, minimise transition risk, and avoid disruption to schools during the academic year.
