Rationale
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: Negotiations to move the Council across to a different insurance scheme were ongoing across the last financial year but the new scheme holders only advised the Council at late notice that the move over would no longer be possible as the time the Council would be on the new scheme (two years, the remaining time the Council would exist before Local Government Reorganisation) would not be economically viable for them.
