Rationale
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: This modification is made under Regulation 72(1)(c) PCR 2015 due to circumstances that a diligent contracting authority could not have foreseen. London Councils extended its parallel Call‑Off without prior consultation, creating an unforeseen misalignment of end dates. As the original Framework has now expired and no extension options remain available, a time‑limited modification is required to maintain continuity of essential services for vulnerable users while the new procurement is completed. The modification does not alter the overall nature of the contract.
