Opportunity overview

Tenders were invited by the Council of the Borough of Kirklees (the "Council") from Suppliers with relevant experience and ability to demonstrate sufficient capacity for the provision of Vehicle Accident Damage Repairs (the "Services") under a proposed Framework. The Framework will enable the Council to procure Vehicle Accident Damage Repair Services to support its operational fleet. The Council operates a diverse fleet of approximately 600 vehicles under 7.5 tonnes, including cars, EVs, vans, minibuses, and specialist vehicles across Parks, Housing, and Passenger Transport. Accident damage is unavoidable, making timely, high‑quality repairs critical to maintaining service continuity. All repairs must meet manufacturer (OEM) standards and comply with relevant safety and regulatory requirements. Demand is variable and cannot be guaranteed. Suppliers will be responsible for delivering a full end-to-end service, including vehicle recovery, inspection, repairs to OEM standards, documentation, warranties, and return of the vehicles to the Council.

Description
Competitive Selection Process Method: Re-opening of competition amongst all Suppliers on the Framework. Suppliers awarded a position on the Framework Agreement may be invited by the Council to participate in a Competitive Selection Process by way of an Invitation to submit a Supplemental Tender ("Quote"). Where parties to the Framework Agreement are invited to Quote, the evaluation of the Quote/s will be based on a range of Price and Time using the evaluation model set out within the Framework Agreement. Provided that the Quote/s is submitted fully in accordance with the requirements set out within the documentation, the Contract will be awarded on the basis of Most Advantageous Tender. Re-assessment of minimum selection criteria: Prior to the award of any Specific Contract, the Council reserves the right to re-assess the Supplier to confirm that the Supplier still meets the Council's minimum selection criteria at the time of the proposed award. Assessment of current capacity: Prior to the award of any Specific Contract, the Council reserves the right to assess the existing workload of the Supplier to confirm that the Supplier has the necessary capacity to undertake the new Contract alongside any current commitments. The Council may cancel, postpone, delay or end the procedure without placing an Order for Works or awarding any Contract. Nothing in this Framework Agreement shall oblige the Council to place any Order for Services.
