Opportunity overview

Castle Point Borough Council are seeking an experienced contractor to develop a site in Thundersley into temporary accommodation on a design and build basis. The works comprise the design development (from RIBA Stage 3 Plus onwards, based on the existing architectural drawings only), construction, completion and handover of site. The scope includes, but is not limited to, detailed design development, procurement, construction, commissioning, testing, certification and achievement of practical completion, together with all works necessary to deliver a fully functional, compliant and complete development in accordance with all applicable statutory requirements, the employer's requirements and the contract documents. Further planning work arising from awarded contractors design development value engineering proposals, utility diversions or abnormal connection upgrades (including temporary construction power), and any works outside the agreed red line boundary.

Published risks
The contracting authority reserves the right to modify the contract, in reliance on Schedule 8 paragraph 5 of the Procurement Act 2024, where the contracting authority considers that a "known risk" has arisen. a "known risk" is a risk which could jeopardise the satisfactory performance of the contract, but because of the nature of the risk it could not be addressed in the contract as awarded. The following risks have been identified as known risks: Asbestos: It is possible that asbestos is found in the bungalows after work has commenced. Contaminated car park surfaces: It is possible that the car park surfaces are found to be contaminated after work has commenced. Local Government Reform in 2028: It is anticipated, that during the life of this contract, the LGR process will commence and/or progress potentially impacting this contract. Time delays to contract programme: It is possible for there to be delay to the contract programme arising from matters outside of the Contractor's control, including but not limited to, planning determination, statutory approvals or third party interfaces.

The planned key stages are: Stage 1 Initial Tenders - shortlisting to the 3 top scoring bidders who achieve the minimum score requirements Stage 2 Dialogue Stage 3 Final Tenders Shortlisted bidder's responses to the Value Engineering question submitted at Stage 1 (Initial Tenders), will be discussed further during Stage 2 (Dialogue) for the purposes of clarification, refinement and validation of proposed value engineering measures. Dialogue meetings will be held in person at the Castle Point Borough Council offices in Thundersley. Dialogue will not result in fundamental changes to the scope, specification or commercial structure and award criteria will not be refined for Stage 3, though some minor modifications to the specification may be required depending on the outcome of dialogue. Castle Point Borough Council reserves the right to award a contract on the basis of Initial Tenders without proceeding to the Dialogue and/or Final Tender stages. Should award be made directly following Dialogue, it would be based on the outcome of Stage 1 (Initial Tenders) and Dialogue would not impact that outcome.
