Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: The additional work is required due to higher than anticipated levels of software development over the original term of the contract and the need to modernise (and ultimately replace) one of the primary HMPO BI3 products. The nature and current stage of the software development, and intrinsic links to the current BI3 product suite, mean that it is not technically or economically feasible to change supplier at the current time.
