- The incumbent provider, Citizens Advice Swansea Neath Port Talbot (CASNPT) has historically delivered an outreach service within the Afan Cluster (Glyncorrwg, Cwmavon, Blaengwynfi and Cymmer) which was deemed to have the highest deprivation at that time. However, the Health Board has high deprivation across its footprint and to manage unmet demand, this service will be expanded to meet the Population’s needs delivering an equitable service across Swansea and Neath Port Talbot. CASNPT services are in line with the Public Health Outcome Framework recognising the vision of improving and protecting the health and wellbeing, improving the health of the poorest, and the wider determinants of health (Domain two). This current contract is so specific and there are no other Providers registered to deliver this service it is deemed that CASNPT is the sole provider to deliver this contract. Direct Award Process 2 has been considered the most appropriate procurement process for the purposes of this requirement as the term of an existing contract is due to expire, and the commissioner has proposed a new contract to replace that existing contract at the end of its term; the proposed contracting arrangements are not a considerable change; and the commissioner is of the view that the existing providers are satisfying the existing contract and will likely be able to satisfy the proposed contract to a sufficient standard.
