Opportunity overview

Despite a number of recruitment campaigns, the council has been unable to appoint to the vacant Enforcement Team Leader position. In order to sustain the delivery of the service, provide continuity of staff, minimise technical difficulties and inconvenience, and avoid duplication of costs, it is necessary to retain the services of the interim Enforcement Team Leader for a further period from 1 April 2026 to 31 March 2027. There will be an option to extend the agreement for a further period of up to 24 months to 31 March 2029, subject to budget approval and business needs, if a permanent appointment is unsuccessful. The contract value is estimated on the full term including extension and is subject to indexation.

Why this procedure was chosen
The contract concerns the supply of an interim Enforcement Team Leader by the existing supplier which are intended as an extension to existing services in circumstances where- a) a change in supplier would result in the contracting authority receiving services that are different from, or incompatible with, the existing services and b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. Despite a number of recruitment campaigns, the council has been unable to appoint to the vacant Enforcement Team Leader position.
