- The Council has taken the decision not to proceed to award the contract and is terminating this procurement in accordance with section 55 of the Procurement Act 2023. Following an internal review, elements of the specification, contract and questionnaire would benefit from further refinement to ensure they align with the Council's values and broader public health messaging, particularly in light of the introduction of the Tobacco and Vapes Act 2026 which was granted royal assent during this procurement process on the 29th April 2026. There remains a need for vouchers for the supply of e-cigarettes and associated products which will result in a future tender opportunity with revised documentation in the very near future.
