Opportunity overview

The final date and time for the submission of bids is Monday 18th May 2026 at 11.00am DO NOT apply directly to the buyer. All tender information MUST be submitted through the Jaggaer eSourcing Portal. Framework Overview UKSBS on behalf of UK Research and Innovation (UKRI) (The Contracting Authority), wishes to establish a framework to procure Legal Services to Support Employment Tribunals and Complex Casework. UKSBS is managing this procurement process in accordance with the Public Contracts Regulations 2023 (as may be amended from time to time) (the “Regulations”). It is intended that this Framework will be awarded to 3 Suppliers. Supplier will be ranked 1st, 2nd and 3rd based off the total final evaluation scores from this procurement. Call of Contracts will be awarded based on the ranked position with work being offered on for first refusal through the ranked positions. Bidders are advised that there is no commitment of Services to be awarded as Call of Contracts under this Framework Agreement. Please ensure you review all attached information to ensure a full understanding of this requirement. All attachments can be found with the Supplier Attachments tab within the Jaggaer eSourcing Portal. This contract will be awarded based on the evaluation criteria as set out in the ITQ document. Description
Call Off Contract Award Process Call off Contracts under this Framework will be via ‘Direct Award’ based on a ranking from the evaluation of the initial Framework award. Direct Award –Based on the Framework Award criteria the 1st ranked supplier will be issued with the project requirements and then given 24 hours for litigation or 48 hours for complex case advice, to provide an initial response. The Contracting Authority reserves the right to opt for a longer quote period should they feel this is necessary based on the complexity of the requirement. Appendix B - Call Off Ranked Response Template provides an example of the format the project requirements will be presented to the Supplier in. If the 1st ranked Supplier cannot take on the work or their proposal is rejected, the project will be sent to the 2nd ranked Supplier. If the 2nd ranked Supplier cannot take on the work or their proposal is rejected, the project will be sent to the 3rd ranked Supplier. If the 3rd ranked Supplier cannot take on the work or their proposal is rejected, the Contracting Authority will either opt to secure the services outside of the framework or rescope and then repeat the process. The Successful Supplier will be awarded the Call off Contract using the Appendix C – Commissioning Letter.
