Description
This variation is required to ensure the continued successful delivery of the Learner Voice Survey (LVS) programme and to incorporate additional requirements identified through the development and pilot stages of the contract. The proposed changes will strengthen the quality, accessibility and future sustainability of the survey and support Medr's objective of obtaining robust and representative learner feedback across Wales.
Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: This variation is required to ensure the continued successful delivery of the Learner Voice Survey (LVS) programme and to incorporate additional requirements identified through the development and pilot stages of the contract. The proposed changes will strengthen the quality, accessibility and future sustainability of the survey and support Medr's objective of obtaining robust and representative learner feedback across Wales. These requirements have emerged as a direct consequence of the collaborative survey development process and were not fully known at the point the original contract was awarded. The proposed variation will ensure that the national rollout of the survey is informed by comprehensive testing, improved accessibility arrangements and enhanced reporting outputs. Failure to undertake this additional activity could result in reduced confidence in survey findings, limitations in accessibility and inclusivity, and missed opportunities to maximise the value of the evidence generated through the survey programme. During the survey development process, a number of additional requirements emerged through engagement with learners, providers, stakeholders and policy colleagues. Whilst cognitive testing was undertaken during the initial development phase, further amendments were subsequently made to some survey questions following stakeholder feedback, meaning that not all revised questions were fully tested prior to pilot fieldwork. Additional cognitive testing is therefore required to provide assurance that the survey questions are valid, understandable and fit for purpose before national rollout.
