A compliance assessment undertaken in accordance with the tender documentation and the Procurement Act 2023 resulted in an insufficient number of compliant bids across the home care framework lots. Proceeding in these circumstances would create significant risks to service sustainability and capacity, value for money, and the Council's ability to meet its Care Act 2014 sufficiency duties. Abandoning the procurement enables the Council to consider its requirements, understand the causes of non-compliance, and recommence the process in Autumn 2026 with a revised approach which meets the Council's requirements, increasing the likelihood of securing a viable, sustainable, and effective framework.
