Opportunity overview

The Authority will deliver a Selective Licensing scheme with a Delivery Partner starting from April 2026 for a period of 5 years. The scheme covers a designated area of the East Marsh in Grimsby, North East Lincolnshire. The Authority is now engaging a Delivery Partner to provide the additional capacity needed to deliver the scheme with enforcement still remaining within the remit of the Authority.

Why this procedure was chosen
This is a new and limited market and there absence of competition due to technical reasons. Due to this and the statutory legal requirement to have a service in place by 8th April 2026, the Authority initially tried to recruit and deliver the service in house however recruitment failed. The Authority then conducted a PME (see linked notice) and the only respondent was Home Safe and benchmarking research with other Authorities confirmed that there was only one provider available.

Description
The right to additional purchases while the contract is valid. The Authority does not anticipate any further modifications at this time; however, it reserves the right to amend the contract at any point during its term under Section 74 of the Procurement Act 2023. Any modification may only be made where it is a permitted modification under Section 74, meaning it must fall within one of the allowable categories set out in the Act, including the materialisation of a known risk or the need to procure additional goods, services, or works. These risks may include an increased number of landlords purchasing properties within the scheme, resulting in higher inspection demand; a reduction in inspections due to landlords selling properties and therefore leaving the scheme
