- Following a review of the contracting authority's requirements and the procurement documentation, Transport for London determined that the published specification and scope no longer accurately reflect the authority's current operational requirements. In addition, the forecast demand and volume assumptions provided to the market are no longer considered sufficiently reliable to support the procurement, and changes to the proposed delivery model have been identified which would result in a materially different service solution from that originally advertised. The authority has concluded that proceeding with the current procurement would present a risk that suppliers are pricing against inconsistent or outdated requirements and could lead to an outcome that does not meet the authority's needs. The changes required to address these matters are considered sufficiently material that the authority has decided not to proceed to contract award under the current procurement exercise. Accordingly, Transport for London has decided to terminate the procurement and does not intend to award a contract pursuant to this competition. The authority will undertake further work to refine the requirement and may commence a new procurement process at a later date.
