Opportunity overview

The Contracting Authority has awarded a multi-lot Open Framework Agreement, commencing on 12 June 2026, with a maximum term of eight (8) years. The Framework has been awarded to suitably qualified and experienced armourers for the manufacture, supply, and ongoing support of civilian armoured vehicles across a range of vehicle platforms. The Framework will operate as an open framework and may be reopened periodically during its term to allow the admission of new suppliers. Reopening points are anticipated to occur at approximately the third and sixth anniversaries of the Framework commencement date. At each reopening, new applicants may apply to join the Framework in accordance with the published procurement documents.

Lot 1: Call-off contracts may be awarded either by direct award or by mini-competition. Direct awards will be made using the framework rates and pricing agreed and evaluated at framework award stage. Lot 2: All call-off contracts will be awarded through a mini-competition. Where forecast spend for Years 7 and 8 for Lot 1 exceeds £15 million per annum, or where contracts awarded under Lot 1 exceed £15 million in aggregate during Years 4, 5, and 6 of the Framework, the maximum number of suppliers to be awarded a place on Lot 1 at the May 2032 re-opening will increase from three (3) to five (5).
