Opportunity overview

The Authority (formally Global Renewables Lancashire Operations Ltd) was established for the operation and management of two central waste treatment facilities. The Authority's key objectives are to receive, treat and transport contract waste in accordance with the targets and service requirements set out in the Service Level Agreement between the company and its majority shareholder, Lancashire County Council. The Goods are an integral part of the waste processing activities at the Authority Thornton and Farrington site where the Biofilters are located. The Thornton site delivery address is FY7 8RY and Leyland site delivery address is PR26 6TB. Following award of the framework, the Authority intends to place ad hoc orders. The supplier must deliver the Goods to either Thornton or Leyland site as requested. The quality and consistency of the Goods is critical to the Authority.

Following completion of standstill process, it is the intention to commence the Open Framework on 06/10/2026, with expiration at midnight on 05/10/2029, unless it is otherwise terminated in accordance with the Framework or otherwise lawfully terminated. For the avoidance of doubt the Framework must always expire before the award of the next framework and there must be an award of a framework at least once during: - the period of three years beginning with the date of award of the first Framework in the scheme, and; - each period of five years beginning with the day of the award of the second framework in the scheme. The final framework will expire no later than the end of the period of 8 years beginning with the day on which the Framework under the Scheme is awarded. Assuming that the contract commences on 05/10/2026, this means that the final framework will expire on 05/10/2034. Please note that the total awarded value inclusive of VAT represents the maximum spend under the entire series of frameworks within this open framework.
