Royal National Orthopaedic Hospital NHS Trust requires a provider for a Prosthetics and Orthotics Products and Manufacturing Services. The Authority would employ Orthotists and Prosthetists and requires a partner to provide technicians and the supply and manufacturing of prosthetic/ orthotic devices. The service encompasses both adult and paediatric patients, including inpatient and outpatient clinics with provisions for specialist consultations, mobile, and potential community clinics. Initial contract award of seven (7) years with two optional extension periods of one (1) year each, giving a potential total contract period of nine (9) years.

Features
Competitive Flexible Procedure, with dialogue, under the new Procurement Act 2023. This will be a multi stage process: Stage 1 - Invitation to Participate - PSQ Stage 2 - Invitation to Submit Initial Tender (ISIT) Stage 3 - Invitation to Submit Final Tender (ISFT) The Authority will undertake a review of the completed PSQ with reference to any information held on the Central Digital Platform. Responses to any conditions of participation will be assessed in accordance with the selection process and any selection criteria as set out in the Tender Documentation. The assessment of these responses will identify the five (5) highest ranking Suppliers who will be invited to participate in Stage 2 and Stage 3 , Invitation to Submit Initial Tender (ISIT) and Invitation to Submit Final Tender (ISFT). **Pre-market engagement sessions were undertaken prior to the start of the tender process. A Pre-Market Engagement notice was not issued due to this process being undertaken prior to the enforcement of the new Procurement Act 2023. The Authority reserves the right to refine any specific award criteria during the Procurement (in accordance with section 24 of theProcurement Act 2023).

Following the completion of the dialogue phase of the Procurement Process, the Trust has determined that the proposed service model, as detailed in the current specification, requires significant amendment to proportionately address clinical quality and sustainability and ensure alignment with its clinical and operational needs. As a result, the Royal National Orthopaedic Hospital NHS Trust Executive Committee deemed it necessary to address the material amendments required to the specification, and has therefore taken the decision to abandon the Procurement Process as provided for by the Invitation to Tender, and re-commence an amended process in due course. Therefore the procurement will not proceed to the ISFT stage of the Procurement Process.
