Opportunity overview

The Council intends to establish a multi-provider framework agreement through which care packages will be commissioned. The scope of this procurement includes the provision of regulated homecare services to adults (18+) across Cambridgeshire, including older people, people with physical disabilities, learning disabilities, mental health and autism needs, and other eligible service users. Services will be delivered across defined geographic areas (lots), ensuring local responsiveness and continuity of care. The framework is expected to operate on a locality basis, supporting strong local partnerships and effective care coordination with health and community services. The procurement of the Homecare Framework reflects the Council’s commitment to: • Deliver place-based services • Strengthen local care markets across Cambridgeshire • Improve consistency and quality of care provision • Support a sustainable and resilient provider base • Embed a strengths-based and preventative approach • Deliver value for money whilst maintaining high standards of care The Council is seeking providers who: • Demonstrate strong quality and safeguarding standards • Can support flexible, responsive service delivery, including hospital discharge and urgent care • Have a clear commitment to workforce stability, development, and fair pay • Are able to work collaboratively with the Council, NHS partners, and the voluntary sector • Can evidence innovation in delivering outcomes-focused care

Published risks
It is anticipated, that during the life of this contract, the Local Government Re-organisation (LGR) process will progress potentially impacting this contract. Impacts may include, but are not limited to, modifications such as a novation of the legal entity you currently contract with, significant increases and/or decreases in the value/volume of services required due to the change in size/scope of the Contracting Authority, and/or changes to the scope of the nature of services required. Although any contract scope changes should broadly relate to the nature of the existing scope, new services of a related nature may be required that were not previously included. The scale and exact timing of the changes are unknown at this point, but it is known that LGR will impact Cambridgeshire County Council. All suppliers who work with the Authority need to be aware and where possible, work with the Authority to adapt to any changes/modifications as required to ensure smooth transition and continuity of services.

Procedure

Features
The Authority is running a two-stage Competitive Flexible Procedure (CFP). The first stage is shortlisting - Applicants can express their interest in participating in the procurement by submitting their completed Procurement Specific Questionnaire (PSQ). The Authority will then use the completed PSQ to compile a shortlist of suitably experienced and qualified bidders to progress to the next stage of the CFP (i.e. those that meet the minimum criteria set out in the tender documents). The second stage is the Invitation to Tender (ITT). Applicants who meet the minimum criteria in the PSQ will be invited to submit a tender return by the required deadline. Description
The framework is split into lots. Lots 1-15 are based on geographical zones within Cambridgeshire, while Lot 16a and 16b are county-wide. In each of the zoned lots (lots 1-15), there is a maximum number of Bidders that will be appointed - see tender documents for more details. The framework is for light touch services, and as such the Authority is building in additional flexibility. New providers can be added to the framework during its lifetime at the discretion of the Authority. This would happen in order to meet demand in a particular lot (zone) where zone providers are unable to increase their capacity or where market share of providers has reached its maximum. The appointment of additional provider(s) to the framework will be subject to a procurement process; this will not affect the other providers already operating in that zone.

Award criteria

Description
All Bidders that meet the minimum criteria will be ranked by the tender score (Price Per Quality Point). The Authority will take each Bidder in turn, starting with the highest ranked (i.e. lowest PPQP), and allocate them to their preferred zones, up to the maximum of four zones. Once all the available award slots in a zone are full, lower ranked Bidders will not be allocated to that zone. This means that Bidders are not guaranteed to be allocated to their top four ranked zones. Once all the available award slots in all the zones are full, no further awards will be made. This means that Bidders that meet the minimum criteria are not guaranteed to be awarded a place on the framework. See tender documents for more detail about award procedures.
