Opportunity overview

Homes England is planning to appoint a national framework agreement of multidisciplinary professional and technical service providers who will provide the full range of built environment professional and technical services on our land. The disciplines required range from design, planning and infrastructure through to cost, valuation, project management, ecology and land surveying, and will be represented over 2 lots, although this is subject to further discussions. This is to replace the existing DaRTS framework that expires in April 2027. Individual commissions and appointments from the framework will be either be via direct award or further competition.

Homes England intends to procure a framework to replace the current Development and Regeneration Technical Services (DaRTS) Framework. The purpose of this notice is to make available a pre-market consultation questionnaire to understand the level of interest within the market for this Framework. Interested parties are invited to review the current Scope of Services, along with the proposed changes and questionnaire which are available via our e-Tendering system, Pro Contract here: https://procontract.due-north.com/Procurer/Advert/AdvertSummary?projectId=e33658b9-4524-f111-813c-005056b64545&projectStepId=f93658b9-4524-f111-813c-005056b64545 If not already registered, candidates should register on the Homes England eTendering system at https://procontract.due-north.com/Login The questionnaire does not form part of a formal procurement process and Homes England reserves the right to decide whether to proceed with any tendering procedures in relation to the framework. Responses to this market testing exercise will not be evaluated and will not be assessed or reviewed in any subsequent procurement or tender exercise. Potential bidders who have not participated in this exercise, or whose participation has been limited (e.g., who have submitted a partially completed questionnaire) will not be disadvantaged in any way in any subsequent procurement or tender exercise. The deadline for your completed questionnaire is 5pm on Friday 22nd May 2026.
