- Mid and South Essex Foundation Trust (“the Authority”) invited suitably experienced managed services operators to submit Tenders. The procurement sought a Managed Services Operator (MSO) to provide operational management, equipment, equipment installation, maintenance, consumables, and associated services for a new Southend 23‑hour Day Surgery Unit (DSU) and 23‑hour ward, designed as a ring‑fenced elective surgical facility. The scope included: - 2 laminar‑flow theatres - 1 enhanced treatment/procedure room - Recovery areas including 8 pods & 2 ensuite rooms - General support spaces. The procurement has been abandoned prior to contract award. Following discussions with NHS England (NHSE) regarding the Authority’s proposed commercial funding model for developing a new three‑storey building incorporating the DSU on the ground floor, the Authority has been advised not to continue with the proposed commercial approach. This advice was received after publication of the Tender Notice and subsequent Contract Award Notice, but before publication of a Contract Details Notice, which has not been published. NHSE recommended that the Authority review alternative options that utilise a simpler funding model. Although the provision of a new Day Surgery Unit remains a strategic priority for the Trust, the current commercial model will not be progressed. The Authority was due to present a full business case to the Trust Board, but has now deferred this step to progress a different funding model and delivery option. Consequently, all related project activities for a MSO contracting process are being stood down. Therefore, the Authority is terminating this procurement in its entirety. Termination is issued under the Procurement Act 2023, specifically: Section 55 – abandoning a competitive procurement process.
