Why this procedure was chosen
The New Homes Group are a New Homes specialist that helps with a turnkey solution for Bromfords current requirements. Bromford believe this is a specialised service and as a result believes Clause 32 (b) (ii) applies Regulation 32(2) states: "The negotiated procedures without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:- (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:- (ii) competition is absent for technical reasons A direct award to The New Housing Group would be the only option based on Bromfords technical service requirements. This will reduce additional costs being incurred by appointing separate broker/agent for each discipline or action. TNHG have the capabilities to offer a comprehensive service. Due to the nature of the service and absence of suitable alternative competition as well as the reasons stated above, THNG are considered the only operator able to meet the technical requirements of this contract.
