Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: Originally not awarded as the HR department were going to change the way they went into partnership with the Recruitment Agency/Agencies. It was found that the change had been trialed a few years earlier and hadn't worked. So it was decided to revert back t the original Tender. All Tenderers were advised.
