Description
The enhanced support in the specialist domestic abuse emergency accommodation– including more time with a case worker, specialist Staying Safe programmes, additional training and group work opportunities – means that the service is able to more effectively support victim-survivors who have multiple and complex needs.
Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: the increases in contract values are necessary in order for Leeds City Council to continue to fulfil its statutory requirements relating to the Domestic Abuse Act 2021. The timing of the confirmed funding allocation and level did not allow for a competitive tendering exercise as final allocations were not confirmed until March 2026. As these contracts relate to statutory requirements, there can be no break in the continuity of provision of services, however, from a technical perspective, a change in the contractor is not feasible at this stage. The existing contractors are well established and ensure a delivery of service in line with the statutory requirements. A change in contractor at this stage would require significant mobilisation work which could not be achieved in such a short time span
