The Councils are looking to appoint a contractor that can deliver a quality service and understands trends by monitoring service delivery against compliance levels to deliver and manage change and service needs efficiently and effectively. The contractor will be required to provide an annual review of services that reflects both on what was achieved and how improvements can be made for the following year(s), these should include reviewing any changes in technology; the use of greener travel; staffing changes and training needs; what changes to update existing equipment are required along with any innovation that could be implemented to improve service delivery or introduce efficiencies.£40m
