Rationale
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The successful contractor competitively priced the tender, and they expected more ad hoc orders on top of the regular services. As the ad hoc orders did not materialise so the contractor is only able to extend to Year 4 and beyond with the exceptional 9.9% price increase. The normal price mechanism increase (when known around December 2026) shall be applied at the start of Year 4 also Other unforeseen costs like employer National Insurance also contributed to the exceptional price increase.
