Optivo will observe a 10-day standstill period calculated in accordance with the Public Contracts Regulations 2015. Under those regulations, aggrieved bidders may by way of proceedings in the High Court seek relief in respect of alleged breaches of the Public Contracts Regulations 2015 which may include declaring any award ineffective and/or seeking damages. After the expiry of the 10-day standstill period, Optivo will, unless prevented by order of the court, conclude and enter all framework agreements.

Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: The reasons for the modification are: a) the HALA members have spent more through the framework than was anticipated and b) the HALA membership has grown beyond what was anticipated, also increasing the overall spend. A full re-procurement, to allow for the additional spend, would have involved a significant duplication of costs for the Contracting Authority. The tender for the new HALA Legal Services (Solicitors) Framework was published on 13th Feb 2026 and is due to commence on 1st Sep 2026.
