The framework has been modified as per VEAT notice 2025/S 000-059984 to add the following lots to the existing award held by Dale Farm Ltd, in accordance with the pricing, terms, and conditions set out in the current framework agreement. Lot 2 – Armagh Area 3 Lot 6 – Ballymena Area 4 Lot 7 – Ballymena Area 5 Lot 8 – Ballymena Area 6 Lot 12 – Omagh Area 1 The original award for the lots listed above was made to Lacpatrick Dairies under the existing framework agreement. However, Lacpatrick Dairies has formally notified the Education Authority of their intention to withdraw from all of the specified lots, effective 1 November 2025. This decision follows confirmation that Grove Dairy, the third supplier awarded under the framework, is not currently delivering milk in the relevant areas and has advised that it would not be operationally viable for them to take on the additional schools. As such, Dale Farm Ltd is the only supplier under the framework capable of fulfilling the requirements within the necessary time-frame. The additional lots were required to ensure uninterrupted milk provision to schools commencing 1 November 2025. This is the first modification to this Framework. No aspect of the modification alters the overall nature of the current framework as the scope of services remains unaltered and there is no increase to the original awarded framework value. This modification meets all requirements of PCR 2015 Regulation 72(1)(c) which states: (c) where all of the following conditions are fulfilled: (i) the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen; (ii) the modification does not alter the overall nature of the contract; (iii) any increase in price does not exceed 50% of the value of the original contract or framework agreement.
